CCPT operates 10 fixed-deviated routes. Following a hub-and-spoke model, all routes originate and terminate at the Clinton County Government Center in Plattsburgh. All deviated-fixed routes can deviate up to 3/4-mile from their mapped route, with at least one business days’ notice required for this service. All routes operate as ‘flag’ systems that allow the rider to hail the bus at any safe location along its path of travel, as well as request a drop off at any safe location along its path of travel.

CCPT’s Rural Zone Service provides demand-response service connecting rural areas of Clinton County to key destinations within Plattsburgh. The service includes pickup and drop-off service from one of four zones to the H.K. Freedman Renal Dialysis Center, Champlain Centre Mall, Price Chopper, Walmart, Champlain Valley Physicians Hospital, Beekman Towers. All zones get service 3x a week.

CCPT has seen strong increases in ridership coming out of the onset of the COVID-19 pandemic and as of 2025 has surpassed the 2019 passenger trip numbers. Ridership on deviated-fixed routes is nearing 100,000 annual passenger trips, boosted largely by the SUNY shuttle introduced in 2024. The Rural Zone program has also seen steady growth, doubling since the onset of the pandemic in 2020.

For the deviated-fixed routes the operating expenses have seen increases in cost over the past 5 years, but also a decline in overall rider subsidy (the cost to offer a passenger trip after all fares and other payments are applied). Even when counting state support, which offsets the cost of long-distance, low-ridership routes by subsidizing on a per-mile basis, the rural routes have, on average, a 4x higher cost per rider than the urban routes.

Clinton County’s population declined by 2.78% from 2010 to 2020, below the statewide average (excluding New York City) of a 1.73% increase, and well below the national average increase of 7.35%. Population is projected to continue to decline through 2040, down to approximately 70,000 residents (from approximately 80,000 in 2020) Population is concentrated along the I-87 corridor the east of the county, with the highest densities found in the urbanized areas around Plattsburgh.

Employment in Clinton County is concentrated in the eastern portion of the county, especially in the in the City of Plattsburg. A full one in five jobs is in healthcare, overwhelmingly concentrated in Plattsburgh. Half of all jobs are in healthcare, retail or education. One quarter of all jobs are 'blue collar', including manufacturing and work in correctional facilities.

Transit usage is highest among a few key groups, including older adults (age 65 and up), youth (age 17 and under), low-income households (less than $45,000/year), zero-car households, non-white individuals, individuals with limited English proficiency, and households where one or more residents has one or more disabilities. This map shows where there are the highest concentrations of these groups live.

Travel within Clinton County generally centers around Plattsburgh, except in the far south where there is much more daily travel across into Essex County. Many communities in the region have no access to a full-service grocery store, healthcare facility, or employment opportunities, so travel to Plattsburgh becomes a necessity for many residents. There is only one healthcare facility outside Plattsburgh (in Champlain) and only two other communities have grocery stores (Peru and Champlain).
