  • Required by NYSDOT and the FTA for receipt of grant funds.
  • Provides a ‘big picture’ look at transit options available across the whole county.

Several parts to the Plan

  1. Inventory of transportation services available
  2. Overview of current and future demographics and travel demand
  3. Assessment of “unmet needs”
  4. Strategies to address unmet needs

Will be completed and adopted by the end of 2026.


CCPT by the Numbers

CCPT is the primary public transit provider in Clinton County. As part of the Plan update, their services are evaluated on how they are "performing," which includes things like ridership, cost per rider (after fares and other payments), and how the different services compare to one another.

Existing Conditions Highlights

"Existing Conditions" is the part of the plan that assembles data on who is living in Clinton County, where their homes and places of work are, and how they get around. This helps inform what the travel in the county looks like and lays the foundation for understanding what "unmet needs" exist for mobility and accessibility in the region.
